Gustavo holds a degree in Law from the University of La Laguna and a Master’s degree in International Maritime and Port Administration from the Universidad Internacional Menéndez Pelayo career official.
Career Officer of Cabildo Insular of the island of Tenerife, as Technical of General Administration (Group A1) of legal branch from January of the year 2003, where it has acted like Technical Coordinator of European Affairs.
He later held the functions of General Director of Finance and General Coordinator of Economy, Finance, Personnel and Resource Management of the Central Services Area of the City Council of Santa Cruz de Tenerife, during the period between 2007 and 2012.
In February 2012, he joined the Tenerife Free Zone as Special Delegate of the Ministry of Finance and Public Administration of the Spanish State, exercising the powers of Chairman of the Executive Committee.
During the performance of these functions he has been appointed Vice-President of the Free Zones Association of the Americas (AZFA) for the period 2016 – 2018, participating on behalf of the ZFT and AZFA in numerous international conferences as rapporteur in the field of international trade and free regime
